Put the garlic, milk and drained anchovies into a small pan, simmer over a medium heat for 10 minutes, don’t worry if the milk looks cracked it is absolutely no problem, you are going to blend it.
Transfer the mixture to a food processor and process until smooth. With the motor running gradually add the olive oil and vinegar and process until creamy.
To prepare the artichokes, simply peel away the tough outer leaves until you reach the soft white flesh at the base of the leaves towards the centre.
