Preheat oven to 400 degrees Fahrenheit.
Lay a piece of foil that is 2-1/2 times the length of the halibut on the counter.
Place a piece of parchment paper the same length as the halibut on top of the foil.
Spread half of each bunch of herb on top of the parchment and lay the fish on top.
Sprinkle the lemon zest over the fish, season with sea salt and black pepper, and then cover the fish with the remaining herbs and shallots.
Fold the foil over the halibut and fold over the edges to create a seal around the entire fish. Place on a baking tray and bake in the oven for approximately 35 minutes.
