Sift flour into a mixing bowl. Add butter, use fingertips and make breadcrumbs. Make a well. Beat milk, egg and vanilla together until combined, then pour into well. Mix until dough forms.
Put water, golden syrup, brown sugar, butter and lemon juice in a large saucepan. cook over medium heat until sugar is dissolved.In crease heat to high and bring to the boil. Reduce heat to medium. Scoop a heaped spoon of dough, then drop it in the sauce. Cover with lid and cook for 10-15 mins.
