Preheat oven to 180 C.
Put all dressing ingredients in jar & shake.
Slash fish & rub with salt.
Bring steamer to boil, put fish on plate & sprinkle with ginger & pepper to taste. Pour over stock, cover & steam.
Remove from steamer, sprinkle with shallots & soy.
Heat peanut oil & fry garlic. Pour over fish, then pour over dressing.
Cooking times will vary according to fish size.
