I add all the ingredients together in a glass/jar/container and pour over the beef , I gently rub the seasonings in including adding the garlic into the meat and then I saute oil to the quart size pot to brown the roast.
I add water to half cover the roast and simmer the roast beef covered on the stove until it is done.

Notes & Tips
I sometimes make it in the oven. It does sometimes shrink. If it is a small size roast it is usually done in two hours. But if it is large size it can take longer time.
I make it so it won't fall apart.
